This page explains where the data comes from, how the indicators are defined and what the data cannot show. It is updated whenever a method or a source changes.
Definitions
Allocation
The amount of EU funding planned for a programme or priority. A budget ceiling, not money spent.
Contracting
The value of financing contracts signed with beneficiaries. Contracts can be amended or terminated.
Payments
Amounts paid to beneficiaries, or reimbursed by the European Commission to the state. The two are different flows and must be named.
Absorption rate
A ratio between payments and allocation. Several definitions exist; every figure states which one is used and at what date.
Programming period
The multiannual framework (2007–2013, 2014–2020, 2021–2027). Spending can continue for years after the period ends.
